Article: Regulating professional ethics in a context of technological change

This activity is part of a three-part ethics article series titled Artificial Intelligence, Ethics, and Professional Responsibility in Health Care.

The series is designed to support ethical reasoning, professional accountability, and safe practice as digital technologies increasingly influence healthcare decision-making. It follows a progressive structure, moving from professional ethics and regulation to core ethical risks of artificial intelligence and finally to emerging ethical challenges associated with generative artificial intelligence.

Part 1: Ethics and Professional Regulation in Technological Change.

This peer-reviewed open-access article examines how rapid technological developments challenge existing professional ethics and regulatory frameworks in healthcare. It addresses professional accountability, governance, and ethical reasoning in digital practice. The study was conducted in Ontario, Canada, and highlights (a) the ethical practice and guidance gaps for health professionals facing rapid technological change, and (b) the role of professional bodies, ethical codes, and regulation in safeguarding public trust while enabling responsible technological application.
